1979, Manager Kim is Inheriting Dictatorship! - Chapter 82
Only Krnovel
Episode 82
Local elections in South Korea appeared briefly after liberation, but then disappeared for several decades.
And it was the 1995 local elections that brought it back to life.
It was originally the same time period as history.
In fact, we were thinking of reviving it a little earlier, but there were many overlapping issues and many things to resolve in the process of unification and expansion of territory, so it was delayed a little.
At first, there was a feeling that local elections were not really necessary, but public opinion polls showed a higher level of public opinion than expected in favor of holding local elections, so after several public opinion polls and public hearings, the decision was made to revive local elections.
The elections being held in this election are largely divided into four categories: metropolitan mayor, metropolitan council member, basic organization head, and basic council member.
The metropolitan government decided to postpone the elections in the coastal and Khabarovsk islands purchased from Russia, as they do not yet have significant populations, and to hold them only in the Cheonghae Islands, which have a small population. The elections will be held in a total of 29 places, including the existing Korean Peninsula region.
And with numerous provincial council members for the 29 metropolitan government heads and hundreds of basic local government heads and thousands of basic local council members, it was a truly large election in terms of scale, even compared to the National Assembly election or the presidential election.
In fact, even for the most important metropolitan and basic local government heads in local elections, there was at least some minimum qualification verification.
In the case of basic autonomous bodies, it varies depending on the size, but in some cases, there are many cases where the weight class is higher than that of a member of the National Assembly, so people’s attention is focused on them and if they do not even have the minimum qualifications verified, they will inevitably be subject to concentrated fire from the people.
However, the problem was the candidates for local and provincial council members.
The combined number of local and regional assembly members elected in this election was a whopping 5,000.
Originally, the main job of these people was to create local government ordinances and review budgets.
However, in the original history, their main job was to be a civil complaint office for local residents.
In general, office workers rarely have the opportunity to meet these people, but it was different for the self-employed.
In particular, local self-employed people with the title of chairman often aired their grievances through local council members.
Things that cannot be resolved by going to the local government office, city hall, or district office and filing complaints for a hundred days can be resolved with just one word to them.
In some ways, compared to mayors or members of the National Assembly, whose faces are hard to see, it is relatively easy to see them, so the people who use local council members or National Assembly members’ aides as the public complaint windows for local residents.
However, since aides to members of the National Assembly usually advance to become local council members when they have time, there was not much difference here or there.
However, this local council had two fatal problems.
The first is the issue of the qualifications of the members of the National Assembly.
Because so many people are elected, unqualified people, such as so-called local magnates who fart in the region, end up running in this election.
As a result, some of the people were practically gangsters, and many of them had multiple criminal records.
To this extent, in the original history of a city’s basic council, it was difficult to tell whether it was a council or a mess.
The second is the absence of gratitude.
In the case of local councils, there is no audit of any kind.
However, this was the case not only in local councils but also in the National Assembly.
Usually, when a parliament is attached, it is not subject to any audit because of its independence.
Usually, even when it comes to audits, there is an ethics committee that they create themselves, and they conduct audits among themselves within that committee.
They were thanking each other, but it couldn’t have been done properly.
For example, let’s say there is an accounting department within a company, and the audit of this accounting department is done by the accounting department itself, not the audit office. In this case, it is obvious that the audit will not be done properly, and so it is inevitable that corruption will occur internally.
However, the reason why local councils have had more problems than the National Assembly throughout history is simple.
Because it received relatively little attention from people.
And these problems will not be much different in the flow of history.

[Korean Party Representative Office]
[Representative: Min Jeong-gi]
“Sir, Representative Song has come to meet you.”
The secretary speaks cautiously to Representative Min, who is resting with his eyes closed for a moment.
“Phew, you’re back again… How many people are there today… … .”
The secretary asks with a worried look.
“Should I just tell him to go back… … ?”
I would like to do so, but it is not right to tell a member of the same party to go back.
Representative Min sighs deeply and says.
“No. Tell them to come in.”
As Rep. Song enters, Representative Min greets Rep. Song with a bright face, changing from the tired one he had just seen.
“Oh my, Representative Song. It’s been a while.”
“Sir, how have you been?”
Rep. Song Hyun-chul greets Representative Min politely. Although Rep. Song was older and older than Representative Min, Representative Min knew that President Kim Jung-guk had absolute trust in him, so he greeted him politely.
“Representative Song, why is it so hard to see you these days? Let’s see each other more often. Please sit down.”
As Representative Min sits down, Representative Song also follows suit.
Representative Min takes a cigarette.
It was a way of announcing that one was superior in this position, learned from the President.
Representative Min exhaled cigarette smoke and asked Representative Song.
“Whew, Congressman Song. What’s going on today? You haven’t contacted me yet.”
The voice was gentle, but it contained the hidden meaning of asking why he had come all of a sudden without any prior notice.
“I’m sorry. I came here without contacting you because I have something urgent to tell you.”
“What’s going on? Tell me.”
Song explains why he came today.
“This is the local election. There was a person who was running as a candidate for the metropolitan council in my district, but the local nomination management committee cut him off. What the heck?”
‘This again… … .’
My head is starting to hurt again.
Today is already the fourth time.
The content is similar, as if they kissed each other.
In the case of the National Assembly elections, the central party conducts a basic verification of the candidates’ qualifications before receiving their nominations, but in the case of local council members, there are so many that a nomination management committee for each metropolitan city or provincial party is created and managed there.
That is why countless complaints have come to the party leader from members of the National Assembly in this way.
The content was that one person was running for local council or provincial council member in his/her own district, but the local nomination management committee cut him/her out during the screening process, so they asked for something to be done.
The reason the lawmakers do this is because the candidates are their lackeys.
“Representative Song, who is that candidate? Is that candidate also one of your aides?”
Representative Min asks in a sharp voice, not the affectionate one he used when Song first came.
“Oh, no. That’s true, he’s from the aide position… He’s a really capable person. I’m sure he’ll do well… … .”
‘also.’
Representative Min asks with a sigh.
“Ha, so that’s why he couldn’t even register as a reserve candidate.”
“That, that’s true, that guy got into a few fights when he was young and has a criminal record from that.”
“Are you saying you have a violent criminal record?”
“Yes. That’s right… … .”
‘I’m going crazy. Really… … .’
Everyone who came today did so for this reason.
One person has four prior drunk driving convictions.
One person has a criminal record.
It was hard to tell whether this was a place to elect local council members or a place to elect people to go to prison.
“Ha, what about that violent criminal record?”
“that is…….”
Rep. Song trails off.
Representative Min looks at Representative Song and asks angrily.
“You have to tell me so I can judge!”
Although he was only in his late 40s, he already possessed overwhelming charisma that made him unrivaled within the party.
Song, who is very nervous about Representative Min’s words, speaks.
“G, one year in prison, two years probation… … .”
“Is it probation… … .”
“And a fine of 3 million won, a fine of 1.5 million won… … .”
“Now, wait a minute. Are those all other criminal records?”
Song said, waving his hand.
“Oh, these aren’t all violent crimes.”
“ha ha ha…….”
Representative Min burst into laughter at the sight of Assemblyman Song waving his hand and saying that he had no record of violence.
And then a moment later he spoke to Song in a voice full of anger.
“Get out now! What kind of prison are you talking about? You recommend a thug like this to an important position that oversees local governments and reviews budgets? Are you crazy! You! That person is obviously out, and you who recommended him will be referred to the ethics committee!”
“Oh, sir… …!”
Somehow, Rep. Song tried to appease Representative Min’s anger, but it was difficult to stop him when his anger was already as strong as a mountain.
“If you don’t want to be dragged out by force! Get out now!”
Song has no choice but to walk out of the office weakly.
It was understandable that he would feel discouraged, as he was faced with a situation where he would be brought before the ethics committee while trying to stick his own limbs into the ground.
After about 10 minutes, Representative Min calms down and speaks to his secretary.
“Excuse me, Secretary Kang. Please contact the President’s Office. Ask them if they can meet the President tonight.”
“Today, right?”
“Yes. Please tell him that I would like to meet him today if possible.”
“Okay, I’ll tell you.”
If things continue like this, we will probably continue to see countless complaints like this in the future.
I can’t just keep getting angry and making complaints like this forever.
‘I think it would be better to meet the President and have a talk.’
In fact, his inner thoughts were that he hoped that President Kim would somehow resolve the issue as he had done so far.
* * *
“Mr. President, I apologize for coming to you so suddenly.”
“No. The party leader wants to meet with me, so of course I should make time to meet with him. I also had to meet with Representative Min once.”
As soon as Representative Min sits down, he sighs and says.
“Ha, I’m sorry, Mr. President.”
“Haha. Why are you apologizing as soon as you sit down, Potato? Did you receive a big bribe from somewhere?”
Representative Min shakes his head.
“How could that be? If I had taken a bribe, would the President have met me today? He would already be in prison.”
“Haha. Do I look like such a cold-hearted person?”
“No?”
“No, you saw it exactly. Hahaha.”
A silly joke flows for a moment.
And then I ask in a serious voice.
“So, what brings you here today?”
“That’s because of the local elections. Phew, everything from one to ten is problematic. So… Mr. President. What if we delay the local elections a little bit? If we proceed with the local elections as they are now, it’s clear that they’ll go downhill.”
I thought for a moment and then said to him.
“I was planning to meet with Representative Min because of the local elections, and we seemed to have a connection. But you know, Representative Min and I have slightly different views.”
I paused for a moment and then spoke to Representative Min.
“How about excluding local council elections from this election?”
