Episode 200 – SCS Strategic Command Observation
The incorporation of the Yunnan Air Freedom Force (hereinafter referred to as Yunnan Force) into the OSS was not a simple decision.
Although they were soldiers who had surrendered to the OSS and had organized themselves voluntarily to oppose the Chinese Communist Party, they were also concerned about turning their guns against their own people.
Lieutenant General Kim Jong-o, commander of the Southern Army, and Director Lee of the Intelligence Service were summoned again.
“Commander Kim Jong-oh, what kind of person is the commander of the Yunnan Army?”
– Yes. His name is Zhang Yuanmin (张远民), and he was a senior officer in the Chinese People’s Liberation Army, which is equivalent to a colonel or lieutenant colonel. From my personal experience of meeting him several times, he was a very open-minded person.
“Um, is your name Wonmin in Chinese characters?”
– Oh, yes, that’s right. Far away, my name is Min Baek.
“Oh, really, it feels like you’re following that person’s name.”
– Now that I hear you, that’s true. Haha.
“By the way, Chief, what are the results of the background check on Jang Wi-an-min?”
– Yes. Zhang Yuanmin is a Singaporean Chinese of Manchurian origin from Liaoning Province.
– His immediate family also currently resides in Singapore, and he obtained Chinese citizenship of his own free will and graduated from the Beijing Military Region Military Academy.
“hmm…”
Information Department Director Lee continued his explanation to Yunnan Army Commander Zhang Yuanmin.
– Jang Wi-an-min is of Chinese descent, and his advancement to the rank of Sang-gyo seems to have been a result of considerable effort and luck.
– And based on our investigation into intelligence assets within China, we found that while there were doubts about the Communist Party’s upper echelons monopolizing power, there was a perception that it was inevitable for the stability of China.
– It seems that through this war, people have lost hope in the current communist system.
“Okay. First, please review it a little more from a forward-looking perspective. And please check the opinions of Lieutenant General Kim Jong-oh and the soldiers of the Yunnan Army.”
– Yes, I understand, Your Majesty.
– I will also check and post information about my family in Singapore.
The issue of absorbing Yunnan County into the OSS was left to Vice Minister Lee and Commander Kim Jong-oh, and the focus was on American affairs.
…
After the great earthquake, several areas of the western and southern United States descended into anarchy.
As the term ‘Winter Raiding Season’ became a household name, I initially thought it was a result of civilian gun ownership and the uniquely American culture.
But looking at the scale and scope of the earthquake and the U.S. government’s response, I concluded that such a situation was not just an American problem.
It was a situation that could have happened in any country where public power could not be quickly deployed to quickly recover from a large-scale disaster and protect refugees.
In the wake of multiple simultaneous earthquakes, state governments in the United States have had no choice but to act as if they were part of another country.
The state where the disaster occurred was paralyzed in its state government functions, and the states that escaped the disaster were unable to help resolve the situation for various reasons.
The federal government’s power to solve it was concentrated overseas, and a major earthquake that hit 16 states was like fighting 16 wars simultaneously.
Disaster relief and securing public security through public authority had to be centered on large cities, and as a result, looting for survival became rampant.
And as winter approached, mass raiding for survival began.
Such an organized group of raiders had brought the United States to the brink of civil war, and the danger was on the verge of engulfing the OSL branch.
While I was lost in thought, Director Yoo Jae-seong came to visit.
“Sir, they say preparations for the withdrawal operation are nearing completion.”
“Understood. Please prepare SCS in the situation room.”
– SCS (Strategic Command Surveillance) Strategic Command Surveillance (Observation)
I headed to the ARK’s situation room. The words “Operation GGR” were clearly visible at the top of the large situation panel.
The ARK’s situation room’s operations panel displayed a graphic of the OSS Air Force base and various information on a map of Kiribati in the middle of the Pacific Ocean.
There were seven green square dots flashing, indicating a transport plane, and five green dots of a different shape, indicating an aerial refueling plane.
On one of the RTTF screens relaying battle and operational situations in real time, Director Kim Jun-myeong was seen from afar.
‘I see you went to Kiribati with the special forces.’
– RTTF (Real-Time Tactical Feeds) Real-time tactical feeds
On the screen, huge trucks were seen backing up through the ramp doors of the C-5M Super Galaxy transport plane. Finally, tactical vehicles such as Humvees and K151s also backed up.
Director Kim Jun-myeong requested secure communication to see if preparations were complete.
“Sir, when did you fly to Kiribati? You didn’t go there yourself, did you?”
“Haha. Yes. I came here in person to get some help from our Air Force and Director Kim Wan-jun.”
“I feel reassured because the director himself is taking care of it.”
“Sir, Operation GGR is ready. Please confirm ROE and final decision.”
– ROE (Rules of Engagement) : Rules of Engagement
“ROE is PE. Even if he is a looter, he is an American civilian, so please be especially careful. If you have confirmed, I will approve the operation.”
– PE (Passive Engagemen): Passive engagement, attacking first when attacked.
“Yes, I understand. As of now, we are commencing Operation GGR.”
RTTF screens showed transport planes taking off from the runways one after another. They were scheduled to fly 5,500 km and arrive in San Francisco in eight hours.
The C-5M had a range of 12,000 km without cargo, but when fully loaded, the range was reduced to 4,400 km.
An operation with simple conditions for success but difficult execution has begun.
On the map on the situation room’s operational information panel, dots flashed, indicating transport planes and aerial refueling tankers streaking across the Pacific Ocean.
The RTTF (Real-Time Tactical Feeds) screen showed a Volvo FMX truck, a K151 tactical vehicle and special forces personnel inside a C-5M transport aircraft.
The crew was seen resting in their vehicles or checking the operation plan.
There were still hours left before the transport plane for Operation GGR (Golden Gate Evacuation) arrived in San Francisco, but it was difficult to leave the situation room.
While I was lost in my thoughts, Major Choi Tae-il, an information analyst, approached me.
“Your Majesty, I have something to report to you.”
“Yes. Go ahead.”
“Based on a combination of wiretapping information obtained by OSSIA and information from the California police, ···.”
“?”
“The looting group that started out in Sacramento appears to be moving faster than expected.”
“How much?”
“By the time our operations team gets to the airport, we will likely be moving through San Rafael and Mill Valley and into San Francisco.”
“Ah… How did it get so fast?”
“That’s because the small and medium-sized cities in the middle have already been looted once or twice, so it seems that the looting groups that have no other means of gain are heading straight to the big cities.”
“What happened with the cooperation with the San Francisco police?”
“Through OSSIA and Commander Kim Woong, mutual operational cooperation between local police and OSS was agreed upon.”
“That’s great. Has this information been shared with the operations team?”
“Yes. I have passed it on to Director Kim Jun-myeong.”
“Okay, please update the information as much as possible and call Director Kim Jun-myeong.”
“all right.”
Just loading 150 tons of gold onto a truck would have taken a considerable amount of time. The distance from the Golden Gate Bridge, the expected entry point for the looters, to the OSL branch was only about 10 kilometers.
The situation has become such that a separate defensive operation must be established from a simple convoy operation.
A communication came in from Director Kim Jun-myeong.
“Director!”
“Yes, sir. I have received the updated information.”
“Yes, it seems like the operation will become complicated.”
“Yes. We are creating a barrier for the raiders and revising the strategy to defense, convoy, and withdrawal.”
“What about the defense line?”
“The top priority is the Golden Gate Bridge, and we may need to block the Oakland Bay Bridge to prepare for a detour. The southern San Jose area is said to be relatively safe.”
“Isn’t it possible that the raiders crossed the sea by boat?”
“Some may come over to Ocean Beach, but a large-scale landing is virtually impossible, so the San Francisco Coast Guard and the DEA will block that. Police will also be stationed on the beach.”
“DEA? Isn’t that the Drug Enforcement Administration?”
“Yes, but the case is the case. And the DEA has its own coast guard vessel, so it can work with the Coast Guard.”
– DEA (Drug Enforcement Administration) The U.S. Drug Enforcement Administration is the second largest law enforcement agency after the CIA.
“I see. I understand. And you, sir!”
“yes.”
“If the city is occupied by a group of looters, wouldn’t it be difficult for us to escape the city on our own?”
“Yes. So. We should first evacuate the recovery assets and OSL personnel, and our task force should work with the California police to protect the city as much as possible until the National Guard comes in.”
“Yes, that would be good. In fact, since this operation was carried out before the US approval, I think it would be good to help.”
“Yes, I understand. You don’t have to worry. The team is made up of the best, including Regimental Commander Park Il-rim, Benoit, Michelle, Amihan, Sergeant Park Tae-joo, and Sergeant Yu Min.”
“Okay, but please be careful again.”
“Yes. In preparation for an emergency, we sent two companies from the drone brigade together.”
“Oh, well done. Then I will just trust you, Director, and get some rest.”
“Yes, yes. Then I will end the call.”
I set the alarm and took a nap. I had a dream.
I don’t remember much about the vague dream, but I felt uneasy and afraid.
And the scene I remember was me looking at myself as if I had an out-of-body experience.
It was in the middle of a vast ocean, and Hyein and I were holding hands and floating on the water as if we were levitating.
When I woke up from that light sleep, Hyein was lying face down on the bed from the floor, holding my hand tightly and fast asleep.
Hyein also woke up at the sound of me getting up.
“Brother. Are you awake?”
“Yes.”
“I was startled even while I was sleeping.”
“Oh, really? I had a dream, but I don’t remember it… Haha.”
…
