Do you think the United States and Japan would have made such a treaty while being conscious of international law?

And Professor Dean Rusk, who was at the center of it all, had a strong dislike for Korea.

The Ryukyu Islands, Ogasawara Islands, and Kuril Islands were occupied by the United States and the Soviet Union.
The Ryukyu-Ogasawara Islands were returned to Japan by the United States, but Russia still exercises sovereignty over the Kuril Islands, so why would a US Assistant Secretary of State hand over Dokdo to Japan?
It doesn’t make sense from the start.
